This can be easily generated from any Google Cloud Platform Project.

The User key or User Supplied Key is only applicable to the specific plans. Please see Pricing for details.
Benefits and Limitations on User Key
It is cost-effective as Google has a monthly free quota but it is not user-friendly for a non-techy to understand the API Keys.
Depending on the usage of these keys you will be billed by Google for consuming the Maps Service, have a Look at Google's Maps Platform Pricing.
You also have limitations on having locations, you can access only 2000 locations on a Map, but you can have unlimited views on the Map.
The Managed Key also known as Jivrus Key, is a key that is managed by Map My sheet Internally.
Users do not need to provide any API Key to access the maps
Managed Key is accessed from all other plans Except Pro.
